Tuncay Beşikçi graduated as valedictorian with First Class Honours (Distinction) from the BSc in Forensic Computing, Faculty of Engineering and Information Sciences, Middlesex University London (currently delivered within the Faculty of Science and Technology as Cyber Security and Digital Forensics).

He has extensive expertise in Digital Forensics, Information Security, Crime Scene Investigation, Malware Analysis, Data Forgery and Theft, Penetration Testing, Cybercrime, Cyber Defence, Data and Password Recovery, Operating Systems, Mobile Devices, and Internet Forensics. In these fields, he has provided training and consultancy services to numerous public and private institutions, including, but not limited to, the Turkish National Police Intelligence Department, Cyber Crimes Department, Police Forensic Units, Council of Forensic Medicine, and Gendarmerie Criminal Investigation Units.

Prior to 2012, he worked in the United Kingdom for over ten years in various areas of information technology, including databases, software development, and computer and network security. During this period, he served as an expert witness before the Royal High Court of Justice, and through forensic examinations conducted for the London Metropolitan Police e-Crime Unit, he contributed to the resolution of numerous criminal investigations.

Between 2013 and 2017, he was a court-registered forensic expert for both Civil and Criminal Courts at Istanbul Courthouse, specialising in Digital Forensics, IT-related crimes, Internet crimes, and document forgery. In this capacity, he was court-appointed to prepare scientific expert opinions in high-profile cases where digital evidence was decisive, including those publicly known as Balyoz, Poyrazköy, Atabeyler, OdaTV, 28 February, Military Espionage, and FETÖ/PDY-related cases.
During this period, he also led the Forensic Technology and Data Analytics services at PwC Turkey for 4.5 years, overseeing complex forensic engagements, large-scale data analytics projects, and multidisciplinary investigations for both public and private sector clients.

On 27 December 2017, he worked alongside the Ankara Chief Public Prosecutor’s Office and a state-appointed technical task force in uncovering what became publicly known as the “Morbeyin Plot”, a large-scale FETÖ-orchestrated digital entrapment operation. Through scientific analysis, he conclusively demonstrated that certain Namaz/Kıble mobile applications were covertly redirecting users to ByLock servers without users’ knowledge or consent. His findings played a critical role in identifying those responsible and contributed substantially to the release of at least 11,480 individuals who had been wrongfully prosecuted as a result of this scheme. This case is widely recognised as the largest mass acquittal resulting from a single digital forensics investigation worldwide, in terms of the number of individuals exonerated in a single judicial process.

He is a member of BCS (British Computer Society), ACFE (Association of Certified Fraud Examiners), INETA (International .NET Association), (ISC)² (International Information Systems Security Certification Consortium), and the Digital Forensics Association.
At the time of reporting, he is the first and only person in Türkiye to hold the CCFP-EU (Certified Cyber Forensic Professional – European Union) title—one of the highest-level certifications in Digital Forensics and Cybersecurity, recognised across all EU member states, and held by only 49 professionals worldwide. In addition, he holds numerous certifications from AccessData, Guidance Software, Microsoft, EC-Council, ACE Laboratory, and Cisco. He is fluent in English.
